Anyone can, but it requires a different sign-in from the forums. Go to http://bugs.slimdevices.com and create an account, then you can enter a new bug report. Try to put in as much detail as you can, don't worry too much about picking the correct component option, and leave the target milestone, priority and severity options at default.
