It was redundant and confusing.

That's correct, because plugins are loaded dynamically.

That was always the case. If it did work before, then only because the binary 
was lacking that particular file and reading the source instead.

The users who wanted to change code _always_ had to run their own perl. It 
should never have worked if the binary had been correctly built.
