Users do have the option of the tar.gz, which does actually extract without much effort in windows. After all, they have to install Active Perl anyway, so they must have at least some level of competence beyond knowing where the power button is. I think that not having the source automatically included with the exe means less drive space used for the vast majority who never need to see or edit code, but also it avoids the confusion of editing that code and wondering why it doesn't work.
