I was always under the impression mp3tag used a precedence of vorbis tags over id3, but would use a id3 tag value if the vorbis equivalent was absent. Under those conditions, doing a cut-and-paste number on a track would result in the id3 tag values being saved to the vorbis equivalent where the vorbis tag was blank/ nonexistent.
