I'm not doing the work on this branch but have been periodically assisting with it. That said, I think I can answer your questions.
The answer is almost entirely b) to make maintenance of SBS easier (and less prone to future bugs and player/web/squeezeplay divergence). Yes, it will eventually be folded into trunk, unless it dies. My hunch is that it will not die. Yes, ip3k players will be supported. No, there will be no firmware changes required to support this. The intention is for this to be 100% server-side, no changes to ip3k firmware, no changes to squeezeplay firmware to support this. Lastly, it's not on the roadmap because it's not officially on the roadmap.
