Phil, I just tried a little experiment.  I launched a *virgin* instance
of 7.6 server with an empty cache folder and an empty prefs folder.  The
server.prefs file is created, the external scanner is launched, and...

The same thing happens that you're seeing.  It can't get past the
initial scan due to a locking crash.
