I'm not seeing this "locking" behaviour on XP with SBS r31209. The active (current) playlist is indeed cleared when a full scan is initiated. The scan proceeds fine...
I'm somewhat baffled by the locking strategy and the error message as AFAIK the scanner doesn't need to take out an exclusive lock on the database except during the time while it copies the current (squeezebox.db) database to the background working copy (squeezebox-scanner.db) that is used by the scanner.
