If you change an option that requires a full rescan, I think it automatically 
starts the full rescan (I think there's a warning dialog when you change/try to 
commit the change?).

I think it's fairly reasonable that there are options to define how files are 
interpretted.  eg. if you change the music library path, you need a rescan.  I 
think most of those options will be chosen once or twice by a user, and once 
they've achieved the library content they want they are unlikely to change the 
settings (or at least not often).

The issue with changes to the content of files not being applied to the music 
library upon a scan for new/changed files is a different issue.  If the actual 
faults were clearly known (recorded as bugs), then perhaps those issues would 
get fixed.  I think there are a few old bugs, but they need identifying nd 
verifying if they are still problems in 7.6.
