I am really not fond of the automatical rescan at startup (i.e. after first 
time installation, or if auto scan mode is enabled in 7.6).  I think it's much 
better to allow the user to decide when to scan, or tell them when a scan needs 
to be performed, but keep it a manual process to initiate, seeing it can cause 
disk thrashing and high CPU usage.

I prefer to select when to do a full rescan, seeing it takes an hour.  i.e. 
when I am going to bed, or leaving for work, etc.

Some options will always require rescans.  eg. what types of files to 
include/exclude, what file names to search for artwork, etc.  Unless you 
propose to cache the whole file system, including all possible folders across 
all possible disks such that all possible options could be processed from the 
cache and never look at the filesystem ever again?
