Ideally, a new & changed scan would simply see changes to artwork files, as well as finding new artwork. But it would require some (not very complicated) database changes, including an artwork table in the library database that keeps track of image file sizes and timestamps. The code changes to work with these database changes, however, would probably be fairly extensive.
