Its not solving your issue but I have a slightly different approach. Instead of changing the time stamp I alter the filename very slightly after changing artwork, very easily achieved in MP3Tag, normally adding or removing a hyphen between track number and title.
All my tracks are named: 01 - Speak to me.flac or 01 Speak to me.flac So I simply alternate as necessary I guess this way will effect stuff like new music but that doesn't bother me.
