0.02$ there is a lot of enforced plugins that's not really plugins as
you can't turn them off but nowadays base functionality of LMS ?
Why not just bundle them in somewhere else in the software and remove
from the plugin list? A little less cluttered .

Maybe there is a commandline way to turn them of to for dev testing
purposes that I'm unaware of ,so that you technically want them to be
plugins ?
