Your using Windows 10 just kidding back If the scanner.log isnt created the scanner isnt run properly and thats 99% of the reason why you started the Thread. Is the scanner.log there? If yes - Check the permissions from the log first - stop lms and delete the scanner.log. If no - i have no clue.
