To me it also seems strange to have to change system locale to be able to show GUI in different language. For comparison: I can easily change Chrome GUI language to different languages without having to change system locale (just tested with Bengali and Chinese - luckily menu item ordering doesn't change with different items!). Old Blender didn't need system locale changes to show different languages either.
