I did the same change to bf_lang.c, too. But as you said, still couldn't work.

I have committed some related fix. You can have a try. The _envset("LANG","zh_CN") call seems successful, but I still need to set it before running Blender. That's very strange. I also tested call system("set LANG=zh_CN"), failed again. After all, we can make Garlic work on windows now. If you or jesterKing have some time, pls make a windows build for me.
