The sale you're referring to is an annual thing and has no "regularly
scheduled appearance", but IIRC happens in early March. Keep your eyes
peeled for prices to drop from 20%-75% [over time] on a rather random
selection of decent games that appear in the store from out of nowhere
*just for* the sale. They don't generally advertise the sale, so you
just have to stop in occasionally or find an employee who will clue
you in. I've picked up *lots* of stuff, most notably Puerto Rico for
$17 and Rheinlander for around the same. I missed it last year.
