When I disable that behavior (unchecking the check box), I see this  
behavior: click the BibDesk icon in the Dock, and the utility window  
pops up in front of Mail.  Continued clicking on the Dock icon gives  
no change (still in the Mail Space, with the BibDesk TeX preview  
window in front).

Checking that box will take me to the Space assigned to BibDesk after  
three clicks on the BibDesk icon.

I'll pass that on :-}

FWIW, Apple typically holds off on publishing new APIs for several  
release cycles to avoid the problem of getting "bad" API sets locked  
into third party apps before they have had some "soaking" time.  It  
may be possible to get access to them through ADC (under NDA, of  
course, and not for use in released products).
