Do you really want to load apacite from your TEXMFHOME?  I'd guess that a 
minimal document outside of BibDesk will also fail, so this is really a TeX 
question.

This is part of apacite.sty included with TL 2009, so I'd guess your version is 
too old (mine is version 4.05 from 2009/03/01):
