When MPD recovers a bicycle and it has a registration decal on it, they will look up 
the owner's name and phone number in the registration records and try to contact them. 
 Sometimes a bike owner gets a call before they even realize their bicycle was stolen. 
 Sometimes they get a call a year or two later and are amazed, and thankful, that the 
bike was recovered.  If a bike at the auction has a registration decal on it, MPD 
probably could not locate that individual.  People move around within Madison quite a 
bit and rarely contact us with a change of address for bicycle registrations.  When 
students leave Madison, there are many bikes just abandoned, they don't need/want it 
anymore.  We would much rather get a recovered  bicycle back to it's owner than have 
to store it and auction it.

I'm always amazed at how many of these bikes have registration stickers on 
them. Do the previous owners just not care about recovering the bike or is 
the MPD lax in locating these people or unable to?
