You have seen many registrations on the auction bikes because the MPD had 
pre-registered them to help encourage people to register after they had purchased a 
bike. 
This year we have stopped pre-registering the bicycles, and give out  registrations 
when the bike is purchased and the owner fills out the form.  We discovered too many 
bikes were being sold at the auction without the registration being completed.

I'm always amazed at how many of these bikes have registration stickers on 
them. Do the previous owners just not care about recovering the bike or is 
the MPD lax in locating these people or unable to?
