The actual 2000 Census numbers for means of transportation to work are as  follows. 
The Census is taken in late March.

City of Madison
  Drove alone - 65.7%
  Carpooled - 9.6%
  Public transportation (bus, taxi) - 7.1%
  Bicycled - 3.2%
  Walked - 10.7%
  Other - 0.4%
  Worked at home -3.1%

Downtown/UW Campus Area
(Highland Ave. to the west, Regent St./John Nolen Dr to the south, Blair St. to the 
east)

Drove alone - 29.0%
  Carpooled - 4.9%
  Bus (excluding taxi) - 12.2%
  Bicycled or Walked - 50.5%
  Other (includes taxi, motorcyle) - 1.1%
  Worked at home - 2.1%
Note:  Data at small area (TAZ) level aggregated differently. Walk and bike trips not 
separated out.

Dane County
  Drove alone - 74.1%
  Carpooled - 9.5%
  Public transportation (bus, taxi) - 4.1%
  Bicycled - 1.7%
  Walked - 6.2%
  Other - 0.3%
  Worked at home -3.8%

The numbers that Mr Neuman is quoting - and which are most commonly used
when speaking of commuting percentages - are from the US Census (I assume.)
On the form, everyone is asked what the predominent mode of transportation
used to get to work in the last week.

Three things should be noted:
1) No opportunity to chose multi-modal forms. IE. If you drive to a Park
and Ride (formal or informal) and then bike from there, DRIVE ALONE would
probably be your dominent mode.
2) If you use more than one mode during the week, you have to pick the one
you use the most. People who bus most of the time, but try to bike 1-2 days
per week will show up as bus commuters.
3) The census is taken April 1 - people who ride in "good weather" will not
show up. If the question was asked in mid-June, I suspect Madison's number
would be different.

Please also not that the question is how you get to work - not how you make
other trips. I would again suspect that the total percentage of trips made
by bike is higher than the percentage of trips to/from work. People seem to
have a whole host of reasons not to ride to work, yet may make some of
their other trips by bike.
