They weren't bike cops; they were "monitors."  As monitors, they had
temporary jobs, minimal training, and an attitude that brought back memories
of the hall monitors in my junior high school, long ago.  Part of the
problem, I think, was that their ticket-writing authority was limited to
bicyclists and pedestrian traffic violations, so they made the most of what
they had.

Since the bike monitors went away, I have seen real cops on bikes from time
to time, but not this summer.  As far as I can tell, bike cops have better
things to do than harass bikers for petty traffic violations.  But others
may have had different experiences with bike cops.
