"Blowing a stop sign" justifies a ticket. But the bike monitors ticketed bikes for the sorts of "rolling stops" that motorists get away with all the time. They devoted minimal effort to true safety education (which would have worthwhile -- a lot of bikers have a lot to learn about safety), and they didn't do much about truly dangerous practices, like riding without a light after dark. Instead, they concentrated on petty "gotchas" that pissed off a lot of bikers.
