Seems to me they should make walkers pay a toll as well, unless they can prove that they got to the trail via polluting motor vehicle, and thus, under the logic developed by the "environmentalists" in charge of government, would be exempt from paying any tolls.  As George Orwell wrote in his sequel to 1984, 2014, "pollution is good.  Exercise is bad."
