I know there is an older Cap Police cop, whose duties seem to be mostly
writing parking tickets, who believes that riding on the sidewalk is
illegal. I have talked to him several times about this during my walks
around the square. The fact that I am walking (as opposed to riding)
during these discussions gives me more leverage than if it were a power
confrontation, where the cops usually win. Considering that there is a
double set of one-way streets going the same way (!!!), it is reasonable for
bikes going the opposite way to ride on some sidewalk. Other than during
rush hour (i.e., lunchtime), that sidewalk is probably the best option.
