You need to first contact the Police Department's Property Room to report the bicycle as found/abandoned and see if they have a record of it being reported stolen. If it has not been reported stolen, and continues to be not reported stolen for a period of time (they will tell what length of time this is) then I think the finder can keep or give away or otherwise dispose of the bike.
