In California it was illegal to ride a bike, motorcycle, or drive a car with earphones/headphones. Is it legal here, or just unenforced?

I can't believe those people I see biking with iPods. No matter if you
can still hear somewhat; your hearing is impaired and your full
attention is not on the road.
