http://www.legis.state.wi.us/statutes/Stat0346.pdf contains Wisconsin's "Rules of the Road".  As far as I can tell, there is no mention of headphones, which I think is entirely reasonable, since I believe biking with headphones is less dangerous than driving a car with the windows rolled up.  I do it almost every day.

I'm certainly not a legal expert, so it's possible there is a law somewhere that I'm missing, but the linked pdf looks fairly comprehensive to my layman's eye.

I can't believe those people I see biking with iPods. No matter if you
