Here are the relevant paragraphs from the Wisconsin Bicycle Federation website 
summary of Wisconsin traffic laws as they relate to riding single file.  (The  
WBF does a nice job on all its law summaries.)  The laws do not, in fact, 
mention "single file."  They refer to "riding 2 abreast."  However, they are 
quite simple.  Though some believe there is a vast media conspiracy involved in 
this, there is not.  Whining about conspiracies does not - and in this case did 
not - answer the question.   Well, here are the paragraphs.  It seems to me the 
important issue is deciding whether riding two abreast would impede the normal 
flow of traffic.   Other than that, aside from a childish lack of civility from 
the conspiracy corner, simplicity rules:  




E. Riding 2-Abreast
Riding 2 abreast is permitted on any street as long as other traffic is not 
impeded. When riding 2 abreast on a 2 or more lane roadway, you both have to 
ride within a single lane. [346.80(3)(a)]

F. Hand Signals
· Bicyclists are required to use the same hand signals as motorists [346.35].
· Hand signals are required within 50 feet of your turn. It is not required 
continuously if you need both hands to control the bicycle [346.34(1)(b)]

G. Passing
· A motorist passing a bicyclist in the same lane is required to give the 
bicyclist at least 3 feet of clearance, and to maintain that clearance until 
safely past. [346.075]
· A bicyclist passing a stopped or moving vehicle is also required to give at 
least 3 feet of clearance when passing. [346.80(2)(c)]

(The law reads two abreast is okay if it does not impede "normal and reasonable 
movement of traffic.")
