The change is already in place. And you don't need both of the above. The 
following queries are still available:

* Last and First name of one of the parties
* Case number
* Date AND Insurance Company

The only thing removed is the query by date alone. But Steve is correct about 
the reason for this; since the query by date was the least restrictive, 
returning the most information, it was indeed used as a tool by ambulance 
chasers.
