In the few times I used it I could only get in if I had the name of unit
1 which is the driver in a ped or bike crash. Also have had in consist
results using case numbers.  But the main point is the same- a person
would have to have first hand knowledge of the crash to get on line
reports.

The change is already in place. And you don't need both of the above.
The following queries are still available:

* Last and First name of one of the parties
* Case number
* Date AND Insurance Company

The only thing removed is the query by date alone. But Steve is correct
about the reason for this; since the query by date was the least
restrictive, returning the most information, it was indeed used as a
tool by ambulance chasers.
