I don't recall a paper letter going out via USPS to anyone.
I did forward a letter, *via email* from the Board of Directors to all Bicycle Federation of Wisconsin members for whom we had correct email address as of Dec 31, 2006. It was the same letter that I posted to this list serv on January 31 (subject line: Letter to BFW members).
