Below is the reply from Madison Parking.  I think that we will have to keep an 
eye on this issue.  Incidentally, Chicago (referenced below) is losing about 
10,000 bicycle parking spots to Pay and Display, though they are working to 
replace the meter posts that are removed with U-style racks.

WE will    need at least a month to digest the information and make a    
recommendation to the TPC on type of multi-space meter operation (if    any) to 
be implemented.  Most cities have opted for the pay &    display type that we 
are testing on Pinckney St and E Main St.  Chicago    recently choose this type

Madison Parking: 
   Could you please tell me what the    timeline for evaluating the new 
multispace parking options is and what the    public input process will be?  
When does the City hope to implement the    chosen technology?
   A number of citizens are concerned about    the potential loss of bicycle 
parking spaces represented by the possible    removal of meter posts.  Does the 
City have a plan for supplementing    downtown bicycle parking in the event 
that the meter posts are ultimately    removed?
   As contract staff to the City for the the    Mayor's Platinum Bicycling 
Report (which includes extensive recommendations    regarding bicycle parking 
in the City), a parking professional with the    Transportation Services at the 
University, and a local bicycle advocate, I am    very concerned about this 
issue and would like to help out in any way that I    can to assure that 
downtown bicycle parking is not adversely affected by these    new automobile 
parking technologies.
