[Bikies] Mirrors and lights

Related to Darryl's comment a few days ago about mirrors being  
required on autos (and recommending their use on bikes), I've been  
wondering why lights aren't included as standard safety equipment on  
bikes.

Has this come up for discussion before? Any attempts ever made at  
getting legislation to require? Any reasons we wouldn't want this?
