Thanks for all the responses to my lights questions.(I've also had a couple of closer than comfortable encounters at night on a city path with "stealth mode" riders...)
Maybe even without legislation some bike (commuting, at least) manufacturers might be convinced to include. (Whatever happened to dynamos anyway?)
