Yes, Mike, you may be close to something approaching right (man I hate telling
him that, it only encourages him).
As to crash/fatality rates...in some ways I think it is far more important to
look at crash rates rather than fatality rates (even though dying sucks).
Fatality rates have been hovering around 10 per year in Wisconsin for a long
time (lower last year, 8, I think, and as high as 14 in other recent years).
Crashes are another thing all together...because they are probably very
under-reported. I don't know if we really can say if non-fatal crashes are
increasing, decreasing, or staying flat because I'm not sure that we know how
many crashes actually happen.
On the other hand, cases of people walking into buildings with guns (or saying
that they are going to) seems to be on the rise this week in Madison (but maybe
I'm just sensitive because I'm sitting on campus).
