There might be different motives with spy cameras at street corners and
even for the duration of the yellow lights.

In an earlier submission to this group I described the only traffic
ticket which I have gotten in my lifetime---and that was in the town
which gets its support from traffic tickets--Marshfield with their
Clinic.  I was ticketed on Route 13 in the city of Marshfield as the
road both went down grade and around a half corner with a traffic
light.  I was driving a two and a half ton truck and the yellow came and
went before I could stop.  A local policeman was right there since this
corner was key to their trap arrangement.  I had a pocket stop watch and
I carefully timed the duration of the yellow and contacted the State
motor vehicle department.  I found that Marshfield had set their yellow
to the minimum of a considerable latitude of arbitrary timing.  It is at
the discretion of the community.  Obviously Marshfield's motives were
"conflicted."  Any "neighborhood watch" would have hoped for a minimum
of "drive-throughs" with a long-duration yellow, while the police and
revenue people chose a "jack-rabbit" light setting.

Possibly some of Madison's corners which cause trouble like described by
Troy Thiel this morning---have a "jack-rabbit" setting and if set to the
opposite end of the discretionary range would allow a heavy car or truck
to stop when the speed limits on some streets are above twenty-five
mph.  Personally, I have learned that I will not exceed twenty-five on a
forty or fifty-five  mph road if there are any traffic lights.
