It is because of a lot of the issues that you mentioned that the state
legislature several years ago prohibited speed enforcement cameras (phot
radar) that Madison was ready to experiment with.  What we are talking
about in Wisconsin for red light cameras is a civil fine, like a parking
ticket, as opposed to a moving violation.  Thus all we would need is the
registration plate, not a picture of the driver.  As a civil fine there
should be no points towards losing your driving privileges or insurance
implications.  Before people jump on this, we are taking this approach
because of the existing prohibition on photo radar for speed enforcement
due to privacy with  respect to taking pictures of the driver, and the
issues Scott mentioned.  This is already the law of the land, so don't
get too hot about that on this list.  Vent to your state legislators if
you feel a need to vent.  I'm just trying to fill in a few details
without submitting a 20 page report on this topic.
