Hopefully automation will help with this. It's worth lobbying for.  Infrared 
proximity cameras on cars etc.  Certainly within the capabilities of current 
technology.  It wouldn't be the whole solution and no substitute for education 
and training in awareness (which alone would solve all the world's problems, 
but that's OT) but a positive step.  Here are links to just a few.
