A beginning would be to ban talking/texting on handheld mobile phones while 
driving, as some states are doing. The closest call I've had since moving here 
last winter was at Regent & Monroe (surprise) when a teenage driver using a 
cell phone blew the red light. The insurance industry would likely be an ally:

What Matt said is a great example.

I'm not saying that drivers are evil for not paying attention...and I get the 
tragedy of going to jail for a careless mistake is slightly different than 
going to jail for something done with intent. All I'm saying that we need a way 
to make drivers pay MORE attention.
