My guess is that cyclists are more likely to use lights at night (if they are on the bike and worked) than drivers are likely to use seat belts because cyclists, almost by the nature of the activity, feel more vulnerable than car drivers (unless they cycle drunk). Just as I'd bet that if cars didn't have doors, most drivers would probably buckle up. That's why I'd push for the structural solution (build it and they will come).
