Just because a bike lane exists does not mean you have to use it.  If
the lane is blocked for some reason, say by leaves or a car who's driver
is about to turn, or snow/ice conditions, you can certainly use another
lane on the street.  Note that the with traffic bike lane on University
Ave is plowed exactly the same as the rest of the street.  It is not
just the plowing that clears the street of snow and ice, but also the
friction and heat of the vehicles driving the street as well.  Note that
on any street the area cleared first is the wheel tracks of the cars.
Areas to the side of where cars are driven, and the centerline, are
"cleared" last.  The rest of University Ave looks better than the with
traffic bike lane due to the differing volumes and types of traffic
using the lanes, not the plowing.
