Yes, That sort of thing is little different than yelling "fire" in an auditorium and claiming it was in jest. And HE WAS A UNION LEADER making fun of some "conservative web site." Evidently he thought from his professional experience that critics of STATE EDUCATION would "take off their white hoods" and simply "eat up his jest."
