I was under the impression that this already was the case, at least in Madison: if a biker or pedestrian comes to a red light, stops (at least one foot on the ground), makes sure the coast is clear, then it's ok to proceed against the light. I know there's a special exemption for lights that don't have pedestrian buttons, where the biker or ped would have to wait more than 45 seconds, and this exemption wouldn't have been necessary if the light=sign thing was already law... Maybe my belief is a result of creative interpretation. In any case, I've done it in front of cops many times and never been pulled over.
