Dear Darin, Certainly we are speaking in hypotheticals. But, is it not true that when highway proposals such as the Interstate System are part of a Federal mandate of sorts, that locations and standards are not done by local folk? Those types of roadways and all that is not something for the Village boards of back country America? Why wouldn't a Federal bike path mandate be under Federal control. But maybe you know more about this. Since this listserv comment was the first I had heard about Federal bike paths as a proposition. Maybe you have insight on some plan which has been in the works and advocation for year?
