As to the original issue - the cop should have ticketed BOTH parties. It is 
illegal to open a 
door into traffic, so the car driver obviously did not exercise due care either.

I hate to say that a bicyclist should be ticketed for getting doored - after 
all, getting doored is 
punishment enough, but if the cop felt she had to ticket the bicyclist, then 
she should have 
cited the driver as well.

My advice - note I am not a lawyer - would be to go to court and fight the 
ticket. The cop may 
feel she had to ticket the bicyclist, but the judge can dismiss it.
