The law as per Madison ordinance has a clear prohibition against impeding traffic (which a bicyclist is):

10.23 OBSTRUCTION OF STREETS AND SIDEWALKS.
(1) Any person unnecessarily obstructing or causing to be obstructed any street, alley, crosswalk, terrace or sidewalk so as to interfere with public traffic or access shall be subject to a fine of not less than fifty dollars ($50) nor more than two hundred ($200).

The wrong person got the ticket.

Thanks, Robbie. I referring to motorists not being required to keep 3 feet when passing a

As to the original issue - the cop should have ticketed BOTH parties. It is illegal to open a door into traffic, so the car driver obviously did not exercise due care either.

I hate to say that a bicyclist should be ticketed for getting doored - after all, getting doored is punishment enough, but if the cop felt she had to ticket the bicyclist, then she should have
cited the driver as well.

My advice - note I am not a lawyer - would be to go to court and fight the ticket. The cop may
feel she had to ticket the bicyclist, but the judge can dismiss it.

Unfortunately the law does not apply to motor vehicles so enforcement would not be
