Here's what I don't get: where does the presumption come from that a
doored cyclist is necessarily less than three feet from a vehicle? My
vehicle-- a Honda-- has doors that extend 44" when opened. Presumably
the vast majority of vehicles have doors that extend more than 36".
Therefore, opening one on the traffic side is guaranteed to enter the
zone where a bicyclist might legally be. Doing so without looking is a
negligent act, whether a cyclist happens to be there or not.
