Four-door cars typically swing open 28 to 32 inches. Two-door cars have bigger doors that swing out farther. Did the officer measure the door swing? Did the officer check to see if the car was parked within 1-foot of the curb (state law)?
Corollary - Never park next to a two-door car in a parking lot. Therefore, opening one on the traffic side is guaranteed to enter the zone where a bicyclist might legally be. Doing so without looking is a negligent act, whether a cyclist happens to be there or not.
