Answer my own question:

Below is a link for Wisconsin drinking law.  It would seem to me with the readily available personal breath testers, both mechanical and one-use chemical, there should be no excuse for anybody to be "operating" at or above the .08 Wisconsin limit.  These devices should be made more available at bars, saloons, and restaurants.  The one shot units should be made available in vending machines.  Nobody with any intelligence should risk the consequences of reckless actions, regardless of the momentary feeling of well being.
